Two civilian contractors reel in a rope used for pulling wire underground, Tuesday, Dec. 21, 2010. Civilian electricians are in the final phase of relocating overhead electrical wires, cables and transformers underground. The high voltage transformers bonded to subversive wiring allow for both separate power control distribution to buildings and lights, and elimination of possible power outages due to inclement weather conditions or accidents. Workers project that the final work will be finished by the end of February 2011.
